Application Process / Housing Options Plan
Every new customer looking to apply for housing via the Fife Housing Register is required to complete a Housing Options Plan prior to completing a Housing Application. The Housing Options Plan will provide you with housing options, including advice on how to improve your current housing situation.
Assessment Process
Fife Council aim to assess new housing applications within 20 days.
Housing Functional Needs Assessment
Should you indicate on your application for housing that you have a medical need which cannot be met by your current accommodation, and which should be taken into consideration for when you are offered future housing, you will be asked to complete a Housing Functional Needs Assessment form. This form will be assessed by the Housing Occupational Therapy Team. Points may be awarded based on the outcome of their assessment but if required, they will also make recommendations on the types of properties you may be allocated.
This assessment may restrict the size or type of properties you are eligible for. You may refuse this recommendation but you will also lose any points that are attached to the assessment. The functional needs assessment may take up to four weeks, in certain circumstances this can take longer.
Current Waiting List
There are currently around 14,000 applicants on the Fife Housing Register waiting list.
Fife Housing Register Properties
The Fife Housing Register partnership currently has 39,584 properties throughout Fife. We would encourage you to use the FHR Properties Map prior to completing your application to get an idea of what stock we have in certain letting areas.
Alternative Housing Options
Due to the high number of people currently waiting for housing and the limited availability of social housing stock, we will not be able to house every applicant. We encourage all our applicants to explore alternative housing options/tenures and further information about these is available on our website.
Service Update
System Errors with Review Letters issued
The Fife Housing Register Team has recently experienced some technical issues and incorrect letters have been issued with review mail. Please disregard any letters issued that aren’t about your review, we are currently investigating this.. We apologise for any inconvenience.
14th July 2025 - FHR Team Emails
From the 14th July the FHR Team will no longer be able to reply to individual emails due to additional pressures caused by the Housing Emergency. This email address should continue to be used to provide additional information regarding your application, an automatic reply will confirm we have received your information.
June 2023 - The Fife Housing Register Team have moved base from New City House, Dunfermline to Brunton House, Cowdenbeath. Any Post being sent to the FHR Team should be sent to the following;
